Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $116,000 to $170,100/year. The full salary range for this position is $116,000 to $224,200/year.

The Assistant Dean for Science Facilities & Capital Planning for the Division of Mathematical, Life, & Physical Science (MLPS), in the College of Letters & Science, is responsible for the oversight of the MLPS's responsibilities regarding multiple, concurrent MLPS divisional space and capital projects. The Assistant Dean closely collaborates with campus Design & Construction Services, from design through the construction phase of MLPS capital projects. In addition, the Assistant Dean, consults with DC&S and advises on aspects of architectural design and management of major facility renovations within current space assigned to and managed by MLPS. This is inclusive of research laboratory space, instructional space, and general office space in MLPS. Develops short and long-term space plans and coordinates the implementation of these plans by working closely with the faculty. Works directly with MLPS departments on their faculty recruitments as it relates to their research space, renovation scope, and estimated schedule and costs. Works closely with Design, Facility & Safety Services (DFSS) on project management and cost estimates. The Assistant Dean is also responsible for fiscal oversight of building and renovation projects, as well is updating divisional space database. The Assistant Dean is knowledgeable of State code pertaining to fire and safety requirements; has experience in research laboratory design and requirements and in the use of AutoCAD or similar programs. The Assistant Dean is the MLPS's representative and liaison with the campus' Environmental Health & Safety Office. Addresses prevention, policy, and procedures issues at the College level in this area. Acts as Assistant Dean in all aspects of space and facilities functions in the Division of Mathematical, Life, and Physical Sciences of the College of Letters and Science. Manages multiple, concurrent divisional space projects from planning through implementation. In collaboration with DC&S oversees project planning, management, and fiscal oversight of capital projects in MLPS. Designs, implements, and updates divisional space database.

Required Qualifications:

Bachelor's Degree in related area or field / or equivalent experience / training in architecture, engineering, urban design, city planning or landscape architecture. License to practice in at least one of the following professions: architecture, engineering, urban design, city planning, or landscape architecture.10+ years of experience in project and facilities management.Expert skill in building, maintaining and nurturing strong professional relationships to achieve short- and long-range program implementation goals.Expert knowledge in one or more complex, technical areas of construction, such as sustainability, mechanical engineering, landscape architecture, infrastructure or other specialty fields.Demonstrated expert knowledge and experience with design and construction of major capital improvement projects within a university environment or other Public Works domain.Expert skill to apply specific technological solutions in the construction planning phase and skill in ensuring appropriate implementation and function during project construction and completion.
Preferred Qualifications:
4-6 years of experience working with research laboratory facilities.4-6 years of experience working in higher education.Detail oriented to accurately proof contracts and other documents.Some knowledge with invoicing and cost estimating.Strong skills in leadership, motivation of staff, and team building.A working knowledge of CAL-OSHA regulations.Expert skill in promoting, advancing and implementing programs within area of expertise.Working knowledge of CA Building and Fire codes.Advanced knowledge of the organization, including its infrastructure, rules, regulations, policies and short- and long-range strategic plans.Excellent communications and presentation skills.Ability to read and interpret construction documents.Thorough knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards and guidelines.Thorough written, verbal and interpersonal communications skills.Thorough skills in problem recognition / avoidance / resolution.

Job Functions and Percentages of Time:
75% Space Oversight, Planning, & Project Management - Manages space and facilities for the Division of Mathematical, Life, and Physical Sciences (MLPS) in excess of 540,000 asf. The space is spread over multiple permanent and temporary buildings and assigned to multiple departments across the Division. Represents the space needs of the Division to the College, the campus, and outside agencies, serving as primary divisional contact for campus organizations regarding both space needs/allocations and condition of facilities. Communicates regularly with Dean, Associate Dean, appropriate campus and departmental personnel with discretion, judgment, and confidentiality. Manages divisional space planning, both near-term and long-term. Prepares justification and planning documents pertaining to the space needs of the Division. Analyzes department and divisional space needs and devises solutions. Researches policies and guidelines pertaining to capital resources, code compliance, and project funding. Provides analyses of Federal, State, county, and system wide policies including health and safety codes. ADA regulations seismic codes, and hazardous waste disposal regulations. Develops models, provides analyses, and recommends solutions for all divisional space allocations. Develops strategies for allocating departmental space in new buildings. Develops surge space plans and schedules. Analyzes request from department Chairs for space, develops plans and recommends course of action to the Dean. Advises department Chairs and managers on ways to improve the efficiency and effectiveness of space. Works with the Dean, department Chairs and managers during the recruitment of new faculty to plan for office specialized laboratory space needs. Responsible for comprehending and analyzing campus planning issues. Attends monthly Campus Planning Committee meetings and other meeting as required. Serves as a building committee member for major capital building projects in the Division. Provides input for College of Letters and Science space planning and implementation. Investigates issues and provides information for the Deans of the College of Letters & Science. Works with College Space Manager in space planning, and assists with coordination and implementation of projects. In collaboration with DC&S, oversees MLPS's responsibilities regarding all major capital building projects within the Division, Coordinates efforts of senior departmental administrative and technical staff, Budget and Planning, Facilities Management, Design and Construction, architects and contractors, and Environmental Health and Safety in this regard. Manages multiple projects simultaneously. Responsibility includes oversight of the process from program analysis through building occupancy. Projects include new and remodeled buildings, office and laboratory remodels, and classroom conversions. Directs relocation of personnel and functions, coordinating the moving of faculty, research facilities, and other instructional/departmental spaces. In instances where costs will not reach the $35,000 cap, the Assistant Dean has responsibility for management and oversight of projects involving: alteration, installation, demolition, repair, and renovation. Coordinates small scale projects through work orders with campus trades people.
10% Fiscal Management, Documentation, Database - Closely monitors construction and other costs from inception to completion. Advises Dean and Associate Dean on financial aspects and negotiates with campus agencies regarding funding. Understands the budget and funding process for the minor and major capital projects being managed. Analyzes Facilities Management expense reports and works with the MLPS finance team to reconcile ledgers. Develops policies and procedures for purchasing new equipment and allocating used equipment. Works with department and vendors to facilitate furniture and equipment orders, delivery and set-up. Reads and understands construction documents including architectural drawings and specifications. Using CAD programs and other architectural tools, prepares documentation for use in feasibility studies and general space assignments. Maintains accurate space drawings and inventory of space. Interfaces with the Budget and Planning Office on space updates and the utilization of Facilities Link. Manages the annual space inventory and reviews departmental data reports for accuracy. Independently determines classification of space for reporting to the Budget and Planning Office. Designs, implements, and updates a divisional space database, utilizing this information to analyze space usage with implications of space redistribution to maximize current space allocations. Oversees and monitors departmental updates to assure consistency and accuracy in gathering the data. Prepares reports and provides analysis for the Dean annually and as required. Works with Budget and Planning personnel to maintain accurate campus records.
10% Health and Safety - Interacts with Divisional Chemical Safety Officers and Environmental Health and Safety personnel to identify and improve safety conditions and hazards within the Division. Acts on behalf of the Dean as the alternate MLPS Hazard Communications Coordinator. Ensures compliance with various code and ADA regulations. Acts on behalf of the Dean with departmental Hazard Communication Coordinators and independently makes recommendations, solves problems and addresses policy and procedural issues. Acts as Dean's representative during emergencies related to MLPS buildings and infrastructure. As such, coordinates with building occupants and Facilities Management, Fire Department, and Environmental Health & Safety as necessary during the emergency and follows through after the incident.
5% Other Duties - Serves on campus-wide committees and task force work groups as a representative of MLPS and the Dean. Acts as support staff and resource person on special Dean-appointed divisional committees. In this capacity, researches and analyzes pertinent information for committee chair, coordinates meetings and relevant documentation, and acts as liaison between the committee and the Dean. Responsible for special projects and conducts special studies as needed. UC Vaccination Programs Policy:
